There is a problem in my town need help.?

so there is a problem, there is a road that has a side walk and its not noticeable during the day nor at night, there are so many kids that cross the street including many other people, the have put i sigh in the street for crossing but people still seem to not notice it. ive already came inches from my head splattered everywhere, its a 30 mph area and they still seem to go 50 sometimes even 60mph, its a huge issue but it seem like no authority notice it, how to i bring it to the towns attention? please help me! is there some way i can write a letter or something?
