Am I allowed to sue a minor?

It is indeed legal to sue a minor. The case would most likely be a case of destruction of property, or public indecency. Not sure if you would get much out of it. With the way that these kids are behaving, i would ask the parents to pay for all damages to your car and property, but if they refuse, you should sue. If the kids intentionally damaged your property then I would go directly the the police station and file a report and sue the legal guardians and kids. I would not let something like this go.
