Muscle Size and Strength Increase?

How? And i dont wanna be on bodybuilder stats like i cant touch my face (im only 14) so i dont want huge muscular legs id prefer toned super strong legs like a b-ball player or sumthin so can i get this from cardio (running) or how else would i do this. And how often should i increase my weights?
